外国人可以在境内直接申请工作签证吗?

Those who meet one of the following circumstances may directly apply for a work permit for foreigners to come to China within the territory, and shall submit all the application materials in accordance with the Notice of Application for Work Permit for Foreigners and the Application for Work Permit for Foreigners:

符合下列情形之一的,可在境内直接申请外国人来华工作许可,应按申请《外国人工作许可通知》和申领《外国人工作许可证》提交全部申请材料:

(1) High-ranking foreign talents who have entered the country with other visas or valid residence permits (Category A); (SFBC explains that any valid visa held by a high-ranking foreign talent can be converted into a work visa in the country)
